Four successful China Cruise Industry Development Summits have been held successively in Shanghai, Xia Men, Beijing, and Sanya, since the first Summit commenced in November, 2006. All of the forgoing summits won great support from relevant government departments including National Development and Reform Commission, Ministry of Public Security of P.R.C., Ministry of Transport of P.R.C., China Customs, Administration of Quality Supervision, Inspection and Quarantine, and National Tourism Administration of P.R.C. and local government of coastal areas. Cruise companies and cruise terminal operators, tourist companies, and cruise-related service providers from home and abroad have been highly committed to all activities for each summit. The world-renowned cruise companies, namely, Carnival Cruises, Royal Caribbean Cruises, Star Cruises, and Mediterranean Cruises also send their senior managers to attend the summit, indicating their great interest in China’s cruise market.

In the year 2010, the number of cruise passengers will rise from 1.1 million in 2005 to 1.5 million, a vigorous drive for further development in cruise market. As China Cruise and Yacht Industry Association (CCYIA) estimates, international cruise liners with Chinese coastal cities as departure terminals made 80 sailings in total, increasing by 38% compared with the previous year. The number of international cruise liners visiting Chinese coastal cities totaled 76, with 5 new international cruise liners visiting China. Currently, there are 20 cruise liners visiting or operating in China.
The Summit 2009 was attended by more than 380 people from home and abroad, with participation scales greater than the previous summits. Attendees included senior managers from the world-renowned four cruise companies, representatives from port cities of mainland China, Hong Kong, and Taiwan, as well as delegations from Russia, Italy, Canada, France, Finland, and U.S.
Through the concerted efforts by CCYIA and the cruise industry, the Central Government announced a policy package at the Summit 2009. Ministry of Transport announced that foreign cruise liners can be allowed to ply along the coast at more than one Chinese port with institutional approval. Ministry of Public Security of P.R.C. announced four new measures regarding exit/entry frontier inspection for cruise passengers’ convenience. China Customs proposed that Cruise Management Measures should be categorized as legal study so as to streamline the clearance procedures. National Tourism Administration of P.R.C. proposed to actively develop off-shore cruise tourism and moderately develop inbounding cruise tourism. CCYIA, together with Carnival Group, Costa Cruises, Royal Caribbean Cruises, Star Cruises, and Mediterranean Cruises, announced the Sanya declaration.
The Cruise Industry Development Summit has been established as a spectacular and splendid gathering both in China and in Asia at large.
